Former Srinagar MTS Employee Dismissed Over Alleged Forgery, Fraud

Srinagar, Oct 21: The Financial Commissioner (Revenue), Jammu and Kashmir, has ordered the dismissal of former Multi-Tasking Staff (MTS) employee Fozia Afzal following departmental proceedings over allegations of financial fraud, forgery of official documents and misuse of official position in connection with purported land and shop allotments in Srinagar.

The dismissal was ordered through Government Order No. 122-FC (Rev) of 2026, dated October 14, bringing to a close departmental proceedings initiated after complaints that money had been collected from two women on the promise of arranging land and shop allotments through official channels.

According to the order, the complainants, Smarti of Sonwar and Moomina of Rampora Chattabal, alleged that they had paid ₹2 lakh and ₹50,000, respectively. The payments were reportedly linked to promises of allotment of five marlas of land each at Toyota, Bemina, and a shop at Jehangir Chowk.

Afzal was posted in the Assistant Commissioner Nazool office, Srinagar, and was subsequently attached to the SQ Section of the Deputy Commissioner’s Office.

The order records that she was placed under suspension on June 8, 2021, following which the matter was referred to the District Vigilance Officer, Srinagar, for examination and departmental proceedings.

A charge sheet was served on June 12, 2021, alleging misuse of official position, forgery of the Deputy Commissioner’s seals and signatures, and use of fictitious dispatch numbers purportedly associated with different sections of the office. Afzal denied the allegations in her reply.

The matter was also referred to the Crime BranchKashmir, in July 2021, for inquiry and consideration of registration of an FIR. Subsequently, the Srinagar Municipal Corporation, through a communication dated September 27, 2021, informed the Deputy Commissioner’s Office about her alleged involvement, along with others, in document forgery. The matter was also referred to the concerned police station for further action.

Assistant Commissioner Revenue Raeis Ahmad Bhat was appointed Inquiry Officer on September 30, 2023. A fresh charge sheet was issued on October 6, 2023, and Afzal submitted her reply on October 10, 2023.

The Inquiry Officer submitted the report on October 14, 2023, recording findings concerning the disputed allotment documents and alleged financial transactions between the parties.

According to the findings reproduced in the dismissal order, the purported allotment orders appeared to bear forged signatures and stamps. The report also observed that signatures on the disputed documents resembled those of the Additional Deputy Commissioner, Srinagar.

The inquiry further referred to money trails and bank transactions which, according to its findings, indicated financial dealings between the complainants and Afzal.

These findings formed part of the departmental record considered before the Financial Commissioner (Revenue) issued the dismissal order on October 14, 2026.

The case involved allegations of using purported official documents and administrative authority to secure money from applicants seeking land and commercial property allotments. The dismissal order followed departmental proceedings examining the authenticity of the documents, alleged financial transactions and suspected misuse of official position. (Agencies)
